SYMPTOM
After upgrading to Strategy 9.4.x-10.x, upon opening Strategy Developer users get the error: "ActiveX Component can't create object."

Note that the version does not populate in the Strategy window.
The usual reason is the need for REGOBJ.DLL to be unregistered or registered and upon attempting that, the user receives this error: "The procedure entry point Wow64EnableWow64FsRedirection could not be located in the dynamic link library KERNEL32.dll". This error appears on Windows XP Service Pack 3 machines.

CAUSE
The version of regsvr32.exe is not compatible with the version of the operating system on the machine.
ACTION
The REGOBJ.DLL needs to be registered, but the regsvr32.exe is corrupted and cannot complete the registration. An uncorrupted regsvr32.exe from a machine with the same operating system can be used on the machine with the error. Once the new, uncorrupted regsvr32.exe is on the machine, REGOBJ.DLL can be registered and Strategy Desktop should be able to run. Users can contact their administration team to get an uncorrupted copy of regsvr32.exe.
