Starting with the release of Strategy ONE (March 2024), dossiers are also known as dashboards.
If there is a rich text box containing text “Today is Friday” in dossier and the user wants to translate the text content to Chinese, the user can manually add the Chinese strings in developer translation object editor. However, the rich text box will show as blank once the user changes the web preference language to Chinese.

It's related to how rich text is translated under MSTR object model. Rich text string is saved with delimiters using the following pattern: text1 [delimiter1] text2 [delimiter1] text3 … [delimiter1] textN [delimiter2] [base64encodedtextAndformats].
delimiter1 is '⑆' (\u2446'): used to separate text with different format
delimiter2 is '⑀' (\u2440): used to separate text with the whole based64 based rich text formatting information (not human readable).
Therefore, in above screenshot, “Today is Friday” is saved as
“Today is ⑆Friday⑆ ⑆⑀JTVCJTdCJTIyaW5zZXJ0JTIyJTNBJTIyVG9kYXklMjBpcyUyMCUyMiU3RCUyQyU3QiUyMmluc2VydCUyMiUzQSUyMkZyaWRheSUyMiUyQyUyMmF0dHJpYnV0ZXMlMjIlM0ElN0IlMjJib2xkJTIyJTNBdHJ1ZSU3RCU3RCUyQyU3QiUyMmluc2VydCUyMiUzQSUyMiU1Q24lMjIlN0QlNUQ="
To localize the rich text, the user needs to keep all the delimiters. For the above case, the user can manually add the following translation to the Chinese column.
“今天是 ⑆周五⑆
⑆⑀JTVCJTdCJTIyaW5zZXJ0JTIyJTNBJTIyVG9kYXklMjBpcyUyMCUyMiU3RCUyQyU3QiUyMmluc2VydCUyMiUzQSUyMkZyaWRheSUyMiUyQyUyMmF0dHJpYnV0ZXMlMjIlM0ElN0IlMjJib2xkJTIyJTNBdHJ1ZSU3RCU3RCUyQyU3QiUyMmluc2VydCUyMiUzQSUyMiU1Q24lMjIlN0QlNUQ=”
