SYMPTOM:
When an administrator applies a new license key and attempts to restart the Strategy Intelligence Server, the following error message appears immediately:

Unable to start Strategy Intelligence Server. Please view MSTRServer log in the Event Viewer for detailed description.
The Windows event viewer may or may not contain detailed information, while the DSSErrors.log will contain the following:
2005-04-13 18:54:51.828-05:00 Strategy Intelligence Server is not licensed to run. Error code: 0x80064283
Further, if the administrator tries to apply different license keys, the same error message may occur when trying to restart the Strategy Intelligence Server.
CAUSE:
The cause of this error may be a result of a damaged behavior file.
The behavior file encodes the information from the license key in a binary format and determines the behavior of the various Strategy components on the machine. If the file is damaged, the components will not function correctly. A damaged behavior file can also cause errors when the administrator uses License Manager to apply a new license key.
ACTION:
If a backup of the behavior file is available, administrators should restore the behavior file from the backup and restart the Strategy Intelligence Server. The behavior file is located at the following paths:
If no backup is available, it may be necessary to remove all Strategy components from the machine and reinstall.
WARNING:
Strategy does not support any manual modification of the mstr.bhv file. Do not, under any circumstances, make any changes to this file. The file is not in human-readable format, and any attempt to modify it will only damage the file further. Since those are user-initiated changes that are expressly discouraged by Strategy, they are not covered by any Strategy warranty.
