STEPS TO REPRODUCEFollow the steps below to reproduce this issue in the Strategy Tutorial project:
- Create a simple report with one attribute and a time metric (that displays information in the 00:00:00 format).
- Change the view to graph view.
- Right click over the graph and select 'Grid and Scales' option.
- Select the 'Y1 Axis' tab.
- Select the scales tab and set a maximum and minimum value to the Y-axis.
CAUSE
This is a known issue in Strategy Debeloper 9.4.1 and 10.x.
ACTION
Contact Strategy Technical Support for an update on the status of this issue.
WORKAROUND
Users will need to specify a decimal value into the Max and Min fields. To transform a specific time into a decimal number, the user will need to use the 'Rule of three' conversion based on the following facts:

The 'Rule of three' is the method of finding the fourth term of a mathematical proportion when three terms are given, given that the products of the first and fourth terms are equal to the product of the second and third. For more information about this method refer to the following website:

Using the table above, it would be acceptable to convert an hour to decimal using the following equation:
0.125 / 3 = 0.04166
Since 0.125 decimal value is equal to 3 hours, 0.04166 decimal value is equal to 1 hour. Half an hour would be .0.4166 / 2 = 0.020833.
For example, to get a decimal value for 5 minutes:
Using the values provided above, this equation holds true:
0.0416666 is to 60min as X is to 5min
Solving for X:
(0.0416666 * 5)/60 = 0.0034722
