When trying to access the Web Administrator page, error ‘File or assembly name MLLICSUP, or one of its dependencies, was not found’ occurs in MicroStrategy Web

SYMPTOM:
 
When first accessing the Strategy Web Administrator page, users may see an error page displayed similar to the one below:
 
Configuration Error:
Description: An error occurred during the processing of a configuration file required to service this request. Please review the specific error details below and modify your configuration file appropriately.
Parser Error Message: File or assembly name MLLICSUP, or one of its dependencies, was not found.
CAUSE:
 
This error message is usually related to one or both of the following causes:

  • improper or inadequate permissions to the MLLICSUP.dll file or one of its dependent files
  • Drive out of space not allowing the DLL file to load on the server

ACTION:
 
If the concerned drive on the server is not out of space, check if the ASPNET user, or the IUSR_MACHINE_NAME user if Anonymous Access is enabled, has at least Read permissions to the following directories on the Web Server Machine:

  • C:\Program Files\Strategy\Web ASPx\bin
  • C:\WINNT\Microsoft.NET\Framework\v1.1.4322\Temporary ASP.NET
  • C:\Program Files\Common Files\Strategy
  • C:\Program Files\Strategy\Web ASPx
  • C:\WINNT\Temp
