KB15292: 'The Web Server Encountered an unknown runtime error, could not display page (Welcome). Please contact your Administrator' error occurs when accessing MicroStrategy Web 9.x

SYMPTOM:
Strategy Web 9.x users are no longer able to access Strategy Web and the following error occurs:
 

 
The Web Server encountered an unknown runtime error. Cannot display page (welcome).Please contact your Administrator.
CAUSE:
This issue can be caused by the one of the following actions:
 

• Internet Information Services Server slowness.
• Loading or unloading projects.
• Renaming a project.
• Upgrading a project

ACTION:
Follow the steps below in order to refresh the values related to these actions:
 

1. Stop the Strategy Intelligence Server.
2. Exclude all Intelligence Server definitions via Strategy Configuration Wizard.
3. Create a new Intelligence Server definition.
4. Start the Strategy Intelligence Server.
