KB19460: MicroStrategy Narrowcast Server cannot be executed due to the error 'Logging Provider has not been initialized' even when the Distribution Manager is running

SYMPTOM:
A Strategy Narrowcast Server 9.x system is up and running, but no service is executed with success, and in order to stop the Delivery Engine process, it is necessary to kill the MCDM.EXE operational system process via Windows Task Manager or from the Strategy Narrowcast Server 9.x console.
 
The following entry is generated into the Application pane of the Microsoft Event Viewer:
 
The VB Application identified by the event source logged this application CastorIS.
Thread ID: 3268 , Logged: cCastorIS generated an error in Class Terminate
(-2147467259): Logging Provider has not been initialized
The following entries are generated into the Strategy Narrowcast Server log files:
 

• ORA-12203: unable to connect to destination Error in Process method of Component
• ORA-12541: TNS: no listener Error in Process method of Component

CAUSE:
The domain account used to configure the Strategy Narrowcast Server 9.x services as well the DCOM privilege was not part of the local administrators group.
 
ACTION:
Add the domain account into the local administrator group.
