KB201722: The "Maximum quota per user (MB)" governing setting is applied at the Intelligence Server node level instead of the Intelligence Server cluster level

Users may notice that the "Maximum quota per user (MB)" governing setting (located in Developer under Project configuration > Governing rules > Import Data) is applied at the Intelligence Server node level instead of the Intelligence Server cluster level.

SYMPTOM
In Strategy 9.x, users may notice that the "Maximum quota per user (MB)" governing setting (located in Developer under Project configuration > Governing rules > Import Data) is applied at the Intelligence Server node level instead of the Intelligence Server cluster level.
For example, assume that " Maximum quota per user (MB)" is set to 20 in a 2-node Intelligence Server cluster. Users will be able to upload 20 MB on each node for a total of 40 MB total in the cluster.
 
CAUSE
This behavior is by design for Strategy 9.x. The data import governing rules under project configuration will be applied at the node level instead of the cluster level. 
 
Starting in Strategy 10.x, the behavior has been improved and this setting is now applied at the Intelligence Server cluster level. 
 
The Strategy Internal Reference Number for the issue discussed in this technical note is 957697.
