Services in a MicroStrategy Narrowcast Server 9.x - 10.x, pointing to an Oracle repository, stop executing and report an error in the DSSErrors.log file.

SYMPTOM:
Services in a Strategy Narrowcast Server 9.x - 10.x, pointing to an Oracle repository, stop executing and report the following error in the DSSErrors.log file:

2009-02-17 10:30:57.097 Connect failed. Error type: Odbc error. Odbc operation attempted: SQLDriverConnect. Optional feature not implemented. TNS-12516: TNS:listener could not find available handler with matching protocol stack Driver`s SQLSetConnectAttr failed.

CAUSE:
This is database specific error, meaning that the issue is caused by problem on the database. It is possible that the problem on the database is caused due to one of the following :

  1. None of the known and available service handlers for the given service_name support the user's protocol stack: transport, session, and presentation protocols.
  2. When the listener believes the current number of connections has reached maximum load, it may set the state of the service handler for an instance to "blocked" and begin refusing incoming client connections.

ACTION:
Consult the Oracle DBA to resolve this issue.
