"The system cannot find the file specified” error occurs when trying to start the MicroStrategy Enterprise Manager 9.x scheduler.

SYMPTOM:
When trying to start the Strategy Enterprise Manager 9.x scheduler from the Strategy Enterprise Manager Console 9.x, the below error is displayed preventing the scheduler (dataload service) from starting:

ka04W000000ObOnQAK_0EM440000002B7a.jpeg

The system cannot find the file specified

CAUSE:
This error occurs because the MAEMETLS.exe file, which is the Strategy Enterprise Manager Data Loader service executable file, cannot be found. The file may not be in the correct location because it has been moved or deleted. Another possible reason is that the permission on the file are set so that the executing user account does not have the 'Read' or 'Read & Execute' permissions.

ACTION:
To resolve the issue ensure that the executing user account has both 'Read' and 'Read & Execute' permissions. Also ensure that the file is in the Strategy Enterprise Manager installation directory, which is by default in the following location:

C:\Program Files\MicroStrategy\Administrator\Enterprise Manager
If the file cannot be located, uninstall and reinstall Strategy Enterprise Manager 9.x; a repair install will not fix the issue.
