KB213448: User is unable to connect to Command Manager via command line when their password contains a "%" symbol

User is unable to connect to Command Manager using command line when using an account that contains a "%" symbol in the password. The corresponding Command Manager logs will show "Incorrect login/password" error message. However, the user is able to successfully successfully connect to the Command Manager client using the same user account. 

SYMPTOM
User is unable to connect to Command Manager using command line when using an account that contains a "%" symbol in the password in Strategy 9.4.1. The corresponding Command Manager logs will show "Incorrect login/password" error message. However, the user is able to successfully successfully connect to the Command Manager client using the same user account. 
 
CAUSE
When entering a password by command line containing the "%" symbol, Command Manager will be unable to recognize the symbol and think the password is invalid.
 
ACTION
Either change the password of the user account so that it does not contain any special characters or add another "%" in front of the "%" symbol to successfully enter your password by command line.
For example, if a user's password is abc123%, the user will need to enter "abc123%%" as the password when using command line but enter abc123% when trying to access the Command Manager UI.
