It is necessary to make that request to arcgis site even for local on-premise ESRI configuration. Thus currently local on-premise ESRI can’t run in an intranet only environment. At least the client machine must have Internet access to request above URL.

What is On-premise ESRI Map solution based on local ArcGIS server:
In Strategy Web 9.4.1, it is possible to configure on-premise ESRI map widget based on a local ArcGIS server.
For more information regarding how to configure on-premise map, refer to <Strategy GIS Integration Help> in Product Manual.

KB46526 describes the connection requirements and data flow for the ESRI Maps in Strategy Web. As mentioned in this Tech Note, with on-premise configuration, web server does not requirement any internet connection, client browser still makes connections to base map server and map layer server. When base map server and map layer server are both built upon local ArcGIS server, this is a on-premise configuration based on local ArcGIS server.

Can ESRI On-Premise map based on local ArcGIS server run in purely intranet environment?
No. ESRI On-premise map based on local ArcGIS server still requires internet connection from client browser.

ACTION:
An enhancement request has been addressed in Strategy version 10.4. Please upgrade to take advantage of the fix.
