KB241127: Cannot activate the MicroStrategy product suite via MicroStrategy License Manager 10 Early Adopter Release 2

SYMPTOM
It is not possible to activate the Strategy product suite via Strategy License Manager 10 Early Adopter (EA) Release 2.
 
STEPS TO REPRODUCE
This is a Windows specific issue:

1. Open License Manager on a Windows operating system on Strategy 10 EA release 2.
2. On the "License Administrator" tab, choose “Activate Server Installation”,
3. Fill all the information as needed.
4. After clicking on “next”, License Manager will hang on "Please wait".

5. Console mode with command “java -jar MALicMgr.jar –console” also fails with error:

CAUSE
A License Manager related library has been updated (“MAInTls3 JNI bridge”), but this library did not get re-generated for Windows x64 platform during compilation for Strategy 10 EA release 2. A key function is missing which results in the error/hang.
WORKAROUND
Activate the product during the GUI mode installation process. Silent installation will not activate the product by default.
