KB244901: MicroStrategy 10.x Data Wrangler fails to start with the error "Encounter error when wrangling your data"

SYMPTOM
The Strategy Web 10.x Data Wrangler fails to start with the following error:
 

Encounter error when wrangling your data

http://localhost:3333

Note: Even though the message says "something went wrong", that is the expected splash screen.
 
If the splash screen shown above does not appear, there is a network connection problem between the Strategy Intelligence Server and the Refine Server.
 
ACTION
To solve this issue, contact the network team to grant network access to the Strategy Intelligence Server to the Refine Server on port 3333.
If the Strategy Intelligence Server is in Windows, add a firewall extension to allow the traffic between refine server and Strategy Intelligence Server.
The following steps can be implemented to accomplish the above:

1. On the Strategy Intelligence Server machine, go to Control Panel->System and Security->Windows Firewall->Allow a program or a feature through windows firewall. (In Windows Server 2008, the path is Control Panel->Security->Windows Firewall->Allow a program through windows firewall.)
2. Click “Add another program” and browse MJRefSvr_64 (under \MicroStrategy\Intelligence Server folder). Then click “Add”

1. In “Allow a program or a feature through windows firewall” panel, select MJRefSvr_64, and checked the all the access in domain, home/work (private), public as following. Then click OK. The previous error should be solved.

4. A restart of Strategy Intelligence Server may be required to apply the change.
