"TypeError - Cannot read property 'layouts' of undefined" occurs when clicking on the Create Dashboard button from the home screen in MicroStrategy Web 10.0

SYMPTOM
When clicking on the Create Dashboard button from the home screen in Strategy Web 10.0, users encounter the following error message:

TypeError - Cannot read property 'layouts' of undefined

 
CAUSE
This is a known issue in Strategy 10.0. One possible cause is that the regional setting for the Strategy Intelligence Server machine is set to international number formatting, i.e. using commas as numerical separators instead of decimals, causing numbers to appear as "2,00" instead of "2.00". This interferes with Strategy Web's ability to extract certain values for properties needed to render an empty dashboard.
 
ACTION
This issue has been fixed in Strategy Web 10.1. Take advantage of upgrading for a fix.
 
WORKAROUND
Set the regional settings for the Intelligence Server to use decimals for the numerical separator instead of commas. For example, on a Linux machine, set the regional setting to be US:
