In MicroStrategy Secure Enterprise 10.x, Enterprise Manager data load hangs when running on non-English Operating Systems

SUMMARY
This issue has been classified as a defect by Strategy. The impact is limited to Strategy Enterprise Manager 10.0, 10.1 and 10.2 running on non-English Operating Systems. A workaround is available in the current document. A solution/code fix for this issue is available in Strategy Secure Enterprise 10.3.
SYMPTOM
On a machine with non-English OS, Strategy Enterprise Manager 10.x data load hangs; it gets stuck at 12% or 25% or less.  
 
Below entries are repeated heavily in the MAEntMgr.xml data load log file

CAUSE
This is a known issue with Strategy Enterprise Manager 10.0, 10.1 and 10.2.
 
ACTION
This issue has been fixed in Strategy Secure Enterprise 10.3. Upgrade to this version to take advantage of the fix.
The Strategy Internal Reference Number for the issue discussed in this technical note is DE24140.
WORKAROUND
Run Enterprise Manger data load on a machine with English OS.
