SYMPTOM
In Strategy Configuration Wizard 10.x, login page hangs when configuring the Intelligence Server against a Metadata based on Oracle 12c database.
CAUSE
One possible cause is that the Oracle database is created with a non-Unicode code page such as ZHS16GBK.
ACTION
Use a Unicode Character set for the metadata database as specified in the Strategy readme.
