This technical note describes how a user can manually insert Oracle SQL hints into the report

Yes.
Strategy 9.x and later offers the ability to issue Oracle SQL hints at the report level. The SQL Hint setting can be found in VLDB Properties dialog box, in the Select/Insert folder. If the property has been set, the same SQL hint is used for each pass of SQL generated by the Strategy SQL Generation Engine.
The SQL hint string is placed after the SELECT statement. SQL hints cannot be inserted at the individual pass level in Strategy 9.x and later.
