SYMPTOM:
Some relate tables in the Strategy Enterprise Manager Warehouse are not repopulated when users run the dataload option to repopulate relate tables. The issue is seen when this dataload option is run independently or if run as part of the dataload.

If users log the SQL executed during the dataload, it seen that these relate tables (tables which are not getting re-populated) are not seen in the SQL at all.
CAUSE:
A possible reason for data not being repopulated in all relate tables is because of missing data in the Enterprise Manager Warehouse table EM_RELATE_ITEM. This table contains all the items (tables) that need to be repopulated when the option to repopulate relate tables is run. The Enterprise Manager dataload process queries this table to get a list of tables that need to be re-populated.
The EM_RELATE_ITEM table is a table that gets populated when the Enterprise Manager Warehouse is initially created and this table is not modified as part of Strategy Enterprise Manager 9.x operations. Data could be missing in this table if users delete some rows in this table manually or if the table was not initially created correctly.
ACTION:
To repopulate all the relate tables, the data in the EM_RELATE_ITEM table should be complete. In Strategy Enterprise Manager 9.x, 9 new relate tables have been added to the Enterprise Manager Warehouse and thus the EM_RELATE_ITEM table should have 20 rows corresponding to all the relate tables.
