SYMPTOM:
When installing Strategy 9.0.x, the installation may hang at the 'Installing Microsoft Web Services Enhancements (WSE) 3.0' step:
CAUSE:
This issue may be caused by the installation files being executed from a network location.
ACTION:
Copy the installation files onto a local drive and run the installation again.
