KB30401: Data load seems to hang or take a very long time during the population of relationship tables IS_USER_PROJ_SF and IS_SCHED_RELATE in MicroStrategy Enterprise Manager 9.x

When a data load takes place, it seems to hang or take a long time when populating the IS_USR_GP_USER  and IS_SCHED_RELATE/IS_SCHED_REL_DOC tables in MicroStrategy Enterprise Manager 9.x.

SYMPTOM:
When a data load takes place, it seems to hang or take a long time when populating the IS_USR_GP_USER  and IS_SCHED_RELATE/IS_SCHED_REL_DOC tables in Strategy Enterprise Manager 9.x.
The dataload seems to take the same amount of time irrespective of the dataload window. This issue is especially seen in environments where there are a large number of schedule objects or large number of users and security filters.

CAUSE:
The code in this part of the data loader tries to synchronize the relationship tables with the state of the metadata. There is no way of running it incrementally because of trade-offs made elsewhere in the platform design. It will, therefore, take the same time regardless of whether it is run daily, weekly, monthly, etc.

ACTION:
The data load process is not actually stopping or failing, it is just slow due to the fact that the entire table needs to be (re)-populated as part of every dataload.
If the user allows the data load to complete and does not manually stop or sever the data load process, it will ultimately finalize. It has been known to take up to a couple of days for the entire process to finish depending on the amount of data involved.
Therefore the user should plan accordingly to schedule the data load at a convenient time.

WORKAROUND:
Users may want to disable daily (re)-population of these relate tables. It is not necessary to update data in these relate tables on a daily basis, unless these relationships change on a daily basis and users need to report on this data.
The script provided below can be run against the Strategy Enterprise Manager 9.x warehouse to disable the population of these tables during every dataload.

When users need to populate these tables again, the following script can be run to enable the population of these tables during a regular dataload.
