In Strategy versions previous to Strategy version 9.x, when trying to create a new FreeForm SQL report or Query Builder report one would have to click on New > Report and select FreeForm SQL report in order to open the editor.
In Strategy 9.x, the FreeFrom SQL editor (as well as the Query Builder editor) is now in the ODBC Sources tab as seen below:
