SYMPTOM:
When a .csv file is opened in Microsoft Excel, it appears in one column in Strategy Web 9.0. when the user is using Japanese locale.
STEPS TO REPRODUCE:
Follow the steps below to reproduce this issue in the Strategy Tutorial project:

Modifying the character set for Microsoft Excel exports in the locales.xml file on the Web server, which is located at \MicroStrategy\Web ASPx\WEB-INF\xml as shown below, does not fix the issue.
In the locales.xml file, make the changes below to the 'char-set-excel' for both the default section and the English language section.
The file appears as:
<locale locale-id=`1041` language=`ja` country=`JP` desc=`Japanese` desc-id=`mstrWeb.954` char-set=`UTF-8` char-set-excel=`UnicodeLittle` codepage=`65001` codepage-excel=`932` />
Change the file to:
<locale locale-id=`1041` language=`ja` country=`JP` desc=`Japanese` desc-id=`mstrWeb.954` char-set=`UTF-8` char-set-excel=`Shift-JIS` codepage=`65001` codepage-excel=`932` />
CAUSE:
This issue is caused because of a new Web preference called "Encode CSV for Export Results" that has been introduced in 9.0 GA
ACTION:
This issue has been fixed in Strategy Web version 9.0 Hotfix 1. Upgrade to this version and uncheck the preference located under, Web Preferences > Project Defaults > Export Reports > Encode CSV for Export Results.
