KB31262: Getting a bootstrap error: "definition xml cannot load" when executing ALL dashboards in Flash mode using MicroStrategy Web

SYMPTOM:
When running any dashboard in Flash mode, user will get a bootstrap error: "definition xml cannot load" in Strategy Web.
The following error also appears in the web environment:

Check FIddler and Strategy Web logs

•In the Fiddler log, the following entry returns 404 error code. (For more information on Fiddler, please refer to technote: TN: 20064 )•/asp/TaskProc.aspx?taskID=docXMLResults

•InIIS web log, the following similar entry appears:•2009-07-10 14:44:57 W3SVC1 10.171.28.63 GET /Rejected-By-UrlScan ~/asp/TaskProc.aspx? TaskID=docXMLResults&taskEnv=xml&extParam=<extendable_parameter><rw_template_graph_properties%20dots_per_inch="96"% ......

 
CAUSE:
Microsoft URLScan Filter V3.1 is installed on the Web Server machine. The Task call to get the document defination is blocked by the software.
ACTION:
Remove Microsoft URLScan Filter V3.1
