KB31553: "Send Now" and subscriptions from MicroStrategy Web 9.x are not delivered in MicroStrategy Intelligence Server 9.x and "NCSRequest::Execute(): Error Executing the command: HRESULT=<0x80004005>" is reported in the DSSErrors.log file

SYMPTOM:
When performing 'Send Now' or subscribing via email/file/print from MicroStrategy Web 9.x, the subscription does not deliver any results. The DSSErrors.log from MicroStrategy Intelligence Server 9.x shows the following error:NCSRequest::Execute(): Error Executing the command: HRESULT=<0x80004005>

CAUSE:
One possible cause for this error is that the governing limit "Scheduled jobs per user", under Project Configuration > Governing > Jobs, has been reached:

If this value is set to 0, subscriptions will fail with the above error.

ACTION:
Increase the "Scheduled jobs per user" governing setting to a sufficiently high value to allow subscriptions to run.
