Tooltip values in a graph report do not display decimal places and cannot be modified through formatting in MicroStrategy Desktop and Web

SYMPTOM:
Tooltip values in a graph report do not display decimal places, when the real value includes decimal places in Strategy Desktop and Web 9.x .
 
In this example, the grid displays 2 decimal places, however the graph tooltip displays the whole number.  Manually formatting the metric to display 2 decimal places also has no effect:

CAUSE:
One possible cause of this issue is that the report definition may have become corrupted, and does not accept formatting changes.
 
ACTION:
As the report object was corrupted, re-create the graph report to resolve this issue.
