You must use the Role Management Tool to install or configure Microsoft .NET Framework 3.5.

CAUSE:
Windows 2008 requires the user to have a particular role to install .NET Framework 3.5.
ACTION:
With Windows 2008 SP2 and above, .NET Framework 3.5 is provided out of the box.  However, this feature needs to be added onto the server.  Add the feature by opening Server Manager > Feature > Add Feature, and add the .NET Framework 3.5.1 Features.
