This article describes how Object Manager assigns ownership to an report with no corresponding owner user in the destination project in MicroStrategy 9.4.1 - 10.x

SYMPTOM:
An administrative user would like to migrate a report object into a project and the user who created the report does not exist in the destination metadata. As a result there is concern regarding which user will take ownership of the object.
 
ACTION:
Migration of the report with an Administrator will cause the Administrator to take ownership of the object.
