KB32946: "Could not load file or assembly Microsoft.Web.Services3" error message appears when loading the ASP.NET Web Services URL in MicroStrategy Office

SYMPTOM: 
The following error message appears in the browser when viewing ASP.NET Web Services URL in Strategy Office 9.0.1: 
 

The value of the property 'type' cannot be parsed. The error is: Could not load file or assembly 'Microsoft.Web.Services3, Version=3.0.0.0, Culture=neutral, PublicKeyToken=xxxxxxxxxxxxxxxx' or one of its dependencies. The system cannot find the file specified.

CAUSE: 
Strategy ASP.NET Web Services requires Web Services Enhancements for Microsoft .NET 3.0 (WSE 3.0).  This error message is shown when WSE3.0 is not properly installed on the Web Services machine
 
ACTION: 
Download and install Microsoft WSE3.0 from the following location:
http://www.microsoft.com/downloads/details.aspx?FamilyId=018A09FD-3A74-43C5-8EC1-8D789091255D&displaylang=en
Starting from M2020, the other web components require .Net Framework 4.7.3, however, for Web Services application, it is still required WSE3.0 on the machine. User will need to install WSE 3.0 at the same time.
