A user cannot open the Subscription Creation Wizard despite having "Administer subscriptions" privileges in MicroStrategy.

SYMPTOM
In Strategy 9.0.x, when a user with "Administer subscriptions" privileges attempts to open the Subscription Creation Wizard, he finds the option grayed out:

CAUSE
This is a known issue in Strategy 9.0.x, contact Strategy Technical Support for an update on the status of this issue.
 
WORKAROUND
Grant the user "Use Desktop" privileges, this will allow the user to open the Subscription Creation Wizard and create subscriptions.
