KB33998: Users are unable to start and stop the Intelligence Server even with the "Configure server basic" privilege in MicroStrategy 9.x

SYMPTOM:
A user has the "Configure server basic" privilege checked under the Administration section of privileges; however, users receive the following error when starting or stopping the Intelligence Server:

 
CAUSE:
The privilege "Configure server basic" only grants permission to create, view, and change the server definition.  It does not apply to starting or stopping the Intelligence Server.
 
ACTION:
Follow the steps to enable a user the right to start and stop the Intelligence Server:

1. From the "Administration" drop-down menu, select "Server" and select "Configure Strategy Intelligence Server"
2. Under Server Definition / General select "Modify..."
3. Under the "Security" section, add the user with "Configuration" Access Permissions.
