KB33999: "Could not load file or assembly 'M9adodb' or one of its dependencies. There is not enough space on the disk" error message appears when loading MicroStrategy Web

SYMPTOM:
Strategy Web throws an error when trying to load:
 
Could not load file or assembly 'M9adodb' or one of its dependencies. There is not enough space on the disk. (Exception from HRESULT: 0x80070070
 
 

 
CAUSE:
This issue happens when the amount of available space in hard disk where the Strategy Web Server is installed is not enough.
 
ACTION:
Users should make sure there is enough available space on hard disk where the Strategy Web Server is installed.
