SYMPTOM:
In Strategy Web 9.x/10.x, a user may be able to create reports by executing a report builder template, but is unable to edit the report once it's created. The design mode option is not available to the user.
CAUSE:
In order to view the report in Design mode, the user needs to have the Web Professional privilege (Web use design mode) to edit report in design mode.
ACTION:
Make sure the "Web use design mode" privilege is enabled for the user. Be sure to consider license restrictions before granting this Web Professional level privilege.
