Sample Code/Error
The name is not in use for a subkey or named value

If the same user account is used to log in  from another machine it successfully connects.

CAUSE:
One possible cause for this error is that the user account is not in the Windows Administrators group on the machine and/or a critical file was sandboxed by the Windows 7 security model.

ACTION:
To successfully connect to the 3-tier project source, either add the user to the Windows Administrators group or choose to run Strategy Developer 9.x and 10.x as an Administrator. To perform the latter, right click the Strategy Developer 9.x and 10.x icon and select 'Run as Administrator'.
