KB35279: "Could not load file or assembly ‘M9adodb’ or one of its dependencies. The parameter is incorrect." shows up when trying to access the Admin or Main page of MicroStrategy Web after an installation.

SYMPTOM
Users trying to access both the Strategy Web Admin page or Main page after an installation get the error in the image below.

 
Server Error in ‘/Strategy’ Application.
Could not load file or assembly ‘M9adodb’ or one of its dependencies. The parameter is incorrect. (Exception from HRESULT: 0x80070057 (E_INVALIDARG))
 
CAUSE
This error is thrown by Microsoft IIS and can be found only in the Event viewer, as it is not a Strategy side error.  Since this happens on a new installation, the application has not started, so there will not be any Strategy logs.
 
ACTION
Follow these instructions to resolve the issue:
 

1. Go To  either of below location depending on .NET version and system OS:
   
• ​C:\Windows\Microsoft.NET\Framework\v2.0.50727\Temporary ASP.NET Files
• C:\Windows\Microsoft.NET\Framework\v4.0.30319\Temporary ASP.NET Files
• C:\Windows\Microsoft.NET\Framework64\v2.0.50727\Temporary ASP.NET Files
• C:\Windows\Microsoft.NET\Framework64\v4.0.30319\Temporary ASP.NET Files
2. Select the Strategy folder and delete it 
3. Restart IIS.
