KB36286: `Microsoft Primary Interoperability Assemblies was not successfully installed which is required by at least one selected component.` error occurs when installing MicroStrategy 9.0.x in a Windows environment

When attempting to install MicroStrategy 9.0.x in a Microsoft Windows environment, the following error message is received: "Microsoft Primary Interoperability Assemblies was not successfully installed which is required by at least one selected component. Aborting Installation."

SYMPTOM:
When attempting to install Strategy 9.0.x in a Microsoft Windows environment, the following error message is received:

Sample Code/Error
Microsoft Primary Interoperability Assemblies was not successfully installed which is required by at least one selected component. Aborting Installation
  
CAUSE:
This error occurs because the Strategy setup is unable to fully execute the Primary Interoperability Assemblies installer.
 
ACTION:
To resolve this issue, install the Microsoft Primary Interoperability Assemblies using the standalone installer included with Strategy setup.  The installer can be found in the folder where Strategy setup files were extracted, in the following subfolder:
 
Installations\Utilities\3rdParty\vspias
From here, execute 'VS_2005_PIA.msi', which is the standalone installer for Microsoft Primary Interoperability Assemblies. Once this has been done, Strategy setup will be able to be completed successfully.
