SYMPTOM:
An administrator is unable to see the Administration icon or access the Administration menu item in Strategy Developer 9.x after installing on a 64-bit Windows machine with a 32-bit license key:
CAUSE:
This is a known issue with Strategy 9.x.
While Strategy Developer is a client product, Strategy currently associates the Strategy Server Administrator product under Strategy Developer with the Strategy Intelligence Server product. Thus the installation routine only allows this product to be available if the option to install Strategy Intelligence Server 9.x is also available. Therefore, while the READMEs state that 64-bit Windows is a certified OS for Strategy Desktop 9.x, to install the administration functions a Universal (64-bit) license key is required as per Strategy Intelligence Server 9.x restriction.
Without the Universal license key on a 64-bit OS, the option to install Strategy Desktop Administration is not available as shown below:

ACTION:
Users need to obtain a universal license key for the Intelligence Server for the Strategy installation to install the Server Administration components on a 64 bit machine.
