MicroStrategy Distribution Services 9.x subscriptions are not sent and report a 'Maximum number of jobs has exceeded maximum for project’ error in the DSSErrors.log

SYMPTOM:
Strategy Distribution Services 9.x and 10.x subscriptions fail to be delivered and no error message is sent to the administrator if notifications are turned on. Upon reviewing the DSSErrors.log, an error similar to the following is found around the time the subscription was run:

Number of jobs has exceeded maximum for project 61.

CAUSE:
This issue is caused when a subscriptions is run when there are already too many jobs executing on the Strategy Intelligence Server 9.x.

ACTION:
To resolve the issue, change the governing settings to allow the schedules to run.

One of the governing settings which can be changed is the: the ‘Scheduled jobs per project’ governing setting can be lowered by going to: Project Configuration > Governing > Jobs

This will limit the number of schedule jobs submitted at one time, those schedule jobs exceeding this setting will remain in a queue until there is a free schedule job slot.
Such logs are only observable if [Kernel][Scheduler Trace] is enabled.
