SYMPTOM:
In Strategy 9.4.1 - 10.x Vertical Bar Graph:Percent displays the scale range 0% - 100% even if the graph contains negative values only.
STEPS TO REPRODUCE:
In Strategy Tutorial create a report with one attribute and two metrics that have negative values, choose Graph type Vertical Bar: Percent as shown below:

The Vertical Bar Graph displays also the scale range 0 to 100% which is not needed as there are no positive values to be displayed.
CAUSE:
This is a known issue with Strategy 9.4.1 -10.x
