When one selects all information from EM_USER table, EM_USER_DESC column may contain out-of-date information as if data load was not completed correctly

SUMMARY
Enterprise Manager does not update fields like the description in the table EM_USER. Other fields from EM_USER table are updated.
STEPS TO REPRODUCE
1. Go to Command Manager and log in with Administrator user
2. Execute the following command: ALTER USER "<USER_NAME>" DESCRIPTION "<NEW_DESCRIPTION>";
3. Go to Developer check if the description was modified. It is modified at this stage.
4. Execute data load
5. Check EM_USER table in DB Query Tool where EM_USER_NAME = '<USER_NAME>'
6. Notice how the old description is still applied for the <USER_NAME> user.

CAUSE
Check Administrator's language settings. If Administrator user is using any other language than the default installation language (for example English (United Kingdom) instead of English (United States)), Command Manager script will put the new descriptions in <USER_NAME> object translation pane.
ACTION
Use the same language as the installation language for Administrator user or any other user performing the Command Manager script.
