SYMPTOM:
When configuring the DSN for the Enterprise Manager Warehouse in the Enterprise Manager Console 9.x the following error is received:

The database connection failed.

Database not configured for Enterprise Manager. Please Select another DSN or configure the existing Database for Enterprise Manager.
CAUSE:
There are many causes for this error message, but in this case the cause was that the DSN that was selected in the Enterprise Manager Console does not contain the Enterprise Manager Warehouse tables.
ACTION:
To resolve the issue the Strategy Enterprise Manager 9.x Warehouse tables need to be transfered into the same database which also stores the Enterprise Manager Statistics tables.
