CAUSE:
This issue is not caused by Strategy. One or more roles in the tomcat-users.xml file are configured incorrectly. This file is usually found in in the Tomcat folders:

<TomcatHome>\conf

Below is an example of an incorrect configuration that would produce the problem described.

<tomcat-users>

    <role rolename="tomcat"/>

    <role rolename="role1"/>

    <role rolename="mstradmin"/>

    <role rolename="manager"/>

        <user username="tomcat" password="tomcat" roles="tomcat"/>

        <user username="both" password="tomcat" roles="tomcat,role1"/>

        <user username="role1" password="tomcat" roles="role1"/>

        <user username="admin" password="" roles="mstradmin,manager"/>

</tomcat-users>

ACTION:
Fix the role problems in the tomcat-users.xml file following the example below.
Note: Following Best Practices, make a backup of the file before modifying it.

<tomcat-users>
    <role rolename="tomcat"/>
    <role rolename="role1"/>
    <role rolename="admin"/>
    <role rolename="manager"/>
        <user username="tomcat" password="tomcat" roles="tomcat"/>
        <user username="both" password="tomcat" roles="tomcat,role1"/>
        <user username="role1" password="tomcat" roles="role1"/>
        <user username="admin" password="" roles="admin,manager"/>

</tomcat-users>

Note: The 'mstradmin' role is replaced with 'admin' which is an out of the box role Tomcat provides.
Restart Tomcat after making the changes.
