KB41679: When creating a Configuration Package that contains a user in Object Manager, the information stored in "Deliveries" is not added into the package.

SYMPTOM:
When creating a Configuration Package in Object Manager that contains a user, the information stored in the "Deliveries" section does not appear in the destination project after importing the configuration package. 

ACTION:
Instead of creating a Configuration Package, drag and drop users from source to destination project.  This retains the information in "Deliveries."
