SYMPTOM
A document that has several reports in subsections has a blank page inserted between every set of returned rows of a report.

STEPS TO REPRODUCE
Follow these steps to reproduce in a Strategy Tutorial project.
1) Build a report in Desktop with Category as the Page by attribute, Month & Subcategory on the rows, Profit, Profit Forecast, and Profit Margin metrics in the columns.
2) Set column size to fixed and adjust the column widths so that the total width of the report is wider than 8.5 inches.
3) Create a new document in Desktop using the created report and the Category Sales Report from the Tutorial Project as datasets
(Path for Category Sales Report: Strategy Analytics Modules\Strategy Tutorial\Public Objects\Reports\Subject Areas\Sales and Profitability Analysis)
4) Add the report from step 1 in the Detail Header section, insert a section below this and add the Category Sales Report to this new section.
5) Set the background color of the Detail Header 1 section to blue and the background color of Detail Header 2 section to yellow.
6) For Detail Header 1 and 2, in the property list, set Force new page property to "After section"
7) Under File, Page Setup - Page - set the Horizontal fit - Overflow property to "Next Page"
8) View the document as a pdf. The pages inserted between the returned rows of data in the second report are yellow, indicating that the empty spaces from Detail Header 2 are being included as a result of the overflow from Detail Header 1 being displayed.
CAUSE
When the report in the first section grows larger than the specified page width, the extra columns display on the next page. This behavior also extends to the subsequent reports in the columns, meaning the empty part of the document beyond the specified page width is being displayed below each set of rows returned by the report.

Contact Strategy Technical Support for an update on this issue.
WORKAROUND
Move the report(s) with overflow to the end of the document.
