Question: 
Is it possible to add prompts to Intelligent Cubes in Strategy Developer 9.x?
Answer: 
When attempting to add a prompt directly to an Intelligent Cube in Strategy Developer 9.x, users will notice that this is not possible due to the mouse pointer changing into a "not allowed" symbol.  This can be seen in the screenshot below.
 
This is due to the fact that adding prompts to Intelligent Cubes is not supported.  The reason for this is that since Intelligent Cubes must be published before all desired data is loaded into Intelligence Server memory, it doesn't make sense for a user to be prompted for filtering conditions upon Intelligent Cube publishing.  The user may as well open the Intelligent Cube and add in the desired filtering conditions directly to the report filter.
 
Prompts can be added to reports based off of Intelligent Cubes with no issue.  This can be used to filter data that is already loaded into Intelligence Server memory.
