KB42296: "Error 0xFFFFFFFF: Unexpected error occurred. MliteXML::XMLBuffer::AppendChunk_Unknown(): Cannot determine character encoding." error message encountered when starting Intelligence Server in MicroStrategy 9.x on UNIX/Linux operating systems

SYMPTOM:
 
The following error is encountered when trying to start the Intelligence Server on UNIX/Linux machines running Strategy 9.x:
 

Error 0xFFFFFFFF: Unexpected error occurred. MliteXML::XMLBuffer::AppendChunk_Unknown(): Cannot determine character encoding.

 
If the Intelligence Server is being configured via the Configuration Wizard, the following error will appear in the MACfgWiz.xml log when the Intelligence Server attempts to start:

CAUSE:
 
The error occurs when the 'status-iserver.xml' file is corrupt.
 
ACTION:
 
A new 'status-iserver.xml' file needs to be generated.
 
To generate a new file the existing 'status-iserver.xml' file needs to be deleted or renamed. Starting the Intelligence Server will generate a new 'status-iserver.xml' file.
