"class.java.lang.Exception: StartService failed. Error =: 1069" error occurs when configuring Master Health Agent in MicroStrategy Health Center 9.x and 10.x

SYMPTOM:
When configuring Master Health Agent through Strategy Configuration Wizard 9.x and 10.x, the following error occurs:

ka04W000000OfkYQAS_0EM4400000029eX.png

class.java.lang.Exception: StartService failed. Error =: 1069

On checking the GUIDisplayError.log file located in the \Health Center\<machine name>\Logs directory, the following error is seen:

GUIDisplayError: Trouble in ConnectToDialo: Connect – Connection failed. Could not connect to <machine name>:44440 Error connecting to: <machine name>:44440. Class java.net.ConnectException: Connection refused: no further information. Failed to connect to <machine name>:44440.

CAUSE:
The Master Health Agent service is unable to connect to the default port 44440 chosen during the configuration process. This could be because the port is closed or the network is blocking access to the port.

ACTION:
The port needs to be opened for the Master Health Agent to start successfully. Users should bring this up with their network administrators. Otherwise, a different port number which is already open can be chosen during configuration of the Master Health Agent.
