KB42423: "The Project is opened in read-only mode. Migrating Project-level objects is disabled." warning message appears when opening a project in Object Manager 9.3.x

SYMPTOM:
When opening a project in Object Manager 9.3.x the user may receive the follow warning:

The Project is opened in read-only mode. Migrating Project-level objects is disabled.

 
CAUSE:
One possible cause of this warning is a new user privilege called 'Use Object Manager Read-only'. It can be located under the 'Object Manager' group of privileges. It can be set at both the security role level as well as the user level.

ACTION:
Log out of Object Manager and uncheck this privilege at either the security role level or the user level. Upon re-opening Object Manager the warning should not be shown.
