KB42846: “MSTRExec Error: Exiting with error -1 (0xFFFFFFFF): StartUpManager::StartUpManager(): LoadServerDef failed. Return Code: 0x80041404” when starting the MicroStrategy Intelligence Server 9.2.x service connected to an Oracle metadata instance

SYMPTOM:
The Intelligence Server service failed during the initialization process due to the error that follows:

MSTRExec Error: Exiting with error -1 (0xFFFFFFFF): StartUpManager::StartUpManager(): LoadServerDef failed. Return Code: 0x80041404.

Also, the following entries were appended to the DSSErrors.log log file:

2013-03-05 14:30:09.932-06:00 Database error <5>: Connect failed. Error type: Odbc error. Odbc operation attempted: SQLDriverConnect. ORA-00257: archiver error. Connect internal only, until freed. 2013-03-05 14:31:39.936-06:00 StartUpManager::LoadServerDef(): Failed to create connection to DSS Server <CastorServer>'s metadata: HResult = -2147216380. 2013-03-05 14:31:39.937-06:00 StartUpManager::StartUpManager(): LoadServerDef failed. Return Code: 0x80041404.

 
This issue was noticed when trying to start the Intelligence Server service over Strategy Service Manager and Command Prompt. 
 
CAUSE:
This issue is caused by the Oracle error ORA-00257 that occurs when the Oracle Archive process fails while trying to archive a redo log.
 
ACTION:
Report this issue to the Oracle Database Administrator.
