SYMPTOM:
When importing a new LDAP user into the Strategy metadata, the new user imports successfully but a change journal transactions record is not created for this user. Additionally, change journal transactions are enabled at both the Intelligence Server and project levels. Refer the following Strategy KnowledgeBase Technical Note for instructions on enabling change journaling :

CAUSE:
This is currently working as expected. Change journal entries are not created when LDAP users are imported into the metadata (by enabling the option under Strategy Intelligence Server Configuration > LDAP > Import > Import/Synchronize "Import users"). An enhancement request has been logged for the capability described above.
ACTION:
Strategy will continue to investigate and post updates as soon as they are available.
